Bruce Shulan
President & CEO
Bruce has served as a senior executive, board member, consultant and attorney for more than 30 years to the insurance industry and has a perspective as buyer and seller of both companies and services. His accomplishments are based on a strong set of analytical, technical, and strategic skills developed through years of high exposure issue resolution and turnaround management. Adept at executing strategic business plans and financial profiling, he also has deep experience in due diligence, concept validation, budgeting, and building senior management teams. Bruce has a wealth of experience dealing with corporate distress and crisis management.

Brian Nolan
Executive Vice President & COO
Brian has over 25 years of insurance industry experience specializing in mergers and acquisitions, worldwide property and casualty insurance and reinsurance, ceded reinsurance, claims and actuarial management, human resources, information technology development and finance. Brian has served in multiple senior leadership roles at several major insurance carriers during his career. Brian has built and led successful insurance operations as well as being instrumental in re-engineering established and turnaround businesses, resulting in strong and sustainable revenue and profitable growth. Brian’s designations include being a Certified Public Accountant (CPA), Chartered Property Casualty Underwriter (CPCU) and an ARe (Associate in Reinsurance). Brian completed the Advanced Management Program at the Wharton School, University of Pennsylvania, and holds an MBA degree from the University of New Haven and a Bachelor’s of Science degree from Southern Connecticut State University.

Stephen Eisenmann
Executive Vice President & Chief Claims Officer
Stephen is responsible for managing and implementing EmPRO’s claims programs. Eisenmann has over 30 years of insurance industry experience and accomplishment in the start-up, acquisition and management of U.S. and international insurers, reinsurers, claims operations and insurance services companies. He formerly served as President, CEO, and Chief Claims Officer for Catalina Insurance Services. Previously, he served as Vice President at Zurich and prior to that was Senior Vice President-Claims at Crum & Forster. Eisenmann holds a Bachelor of Science degree in Business Administration

Bryan Conley
Senior Vice President & Group Financial Officer
Bryan is a finance and operations executive with experience across top Fortune 500 and private equity backed companies. Within the reinsurance and insurance industry, Bryan has managed the financial operations and growth of new operating units at market leading organizations, including the execution of key business initiatives, and the development of operating systems, management information, and reporting capabilities. He has provided CFO leadership across all corporate financial functions, including accounting services, controllership, planning, analysis, acquisitions, and integration. Bryan holds a bachelor’s degree in applied economics and business management from Cornell University and a Master of Business Administration from the SC Johnson Graduate School of Management at Cornell University.

Virginia Gomez
Senior Vice President & General Counsel
Virginia has over 20 years’ experience in the insurance and reinsurance runoff space. She is currently Senior Vice President, General Counsel, Chief Compliance Officer, and Secretary Pro Tempore of Physicians’ Reciprocal Insurers (PRI) and its subsidiaries, EmPRO Insurance Company and PRIMMA LLC, respectively. Prior to her engagement with PRI, Virginia was Vice President, Legal Counsel and Secretary of Trenwick America Reinsurance Corporation. She earned a Juris Doctor from Pace Law School and a Bachelor of Arts in English from the University of Connecticut. She is licensed to practice law in Connecticut and New York.

Dawn Thomas Lewis
Healthcare Facility Underwriting
Vice President of Underwriting
Dawn has over 30 years of insurance experience in the medical malpractice business. Previously, Ms. Lewis worked at MLMIC as a Claims Representative; AIG as a Claims Supervisor; and at Wyckoff Heights Medical Center as Vice President of Human Resources and Risk Management. Ms. Lewis has held various senior roles prior to leading the Healthcare Facility Underwriting unit including, Director of Risk Management for Hospitals and Facilities and Claims Director of Hospital Risk Programs. Ms. Lewis is a graduate of Syracuse University earning a Bachelor of Science degree in Speech Communication with a minor in Human Resources. She has a Certificate in Healthcare Risk Management from ASHRM

David Persaud
Vice President of Physician Underwriting
David began his career as an Underwriting Associate in 1998 and has moved up through the ranks into his present position as Vice President, Physician Underwriting. His involvement in the company’s digital marketing initiative and consistent efforts in cultivating relationships with our insureds have helped to solidify EmPRO’s presence in the marketplace. As Vice President, of Physician Underwriting, David directs our team of underwriters and is an integral part of the underwriting business operations. David possesses extensive experience with EmPRO Insurance and has demonstrated excellent teamwork and leadership skills. This has assisted in developing underwriting goals that are necessary to enhance EmPRO’s profitable growth and expansion into other states. David holds a Bachelor of Arts from Queens College and a Master of Arts from CSI CUNY. David is also an active member of the Professional Liability Underwriting Society, holds a New York State Property & Casualty Brokers license, and is currently pursuing a CPCU designation.

Brian Kriger
Vice President of Underwriting
Brian has over 18 years of Medical Professional Liability underwriting experience and has held various senior roles. In Brian’s previous role, he helped grow a mono-state Medical Professional Liability company into a regional carrier. He holds a B.S. from Saint Joseph’s University. Brian’s designations include being a Registered Professional Liability Underwriter (RPLU) and an Associate in Risk Management (ARM).

Jennifer Teter
Senior Vice President and Chief Actuary
Jennifer is an experienced Chief Actuary with more than two decades’ worth of practice in actuarial services focused on Medical Professional Liability. She spent a decade as a consulting actuary before transitioning to roles with Medical Professional Liability carriers. She served as Chief Corporate Actuary for a regional Medical Professional Liability company. During her tenure, she helped them grow to become a national carrier. Additionally, she served as CEO of an intracompany reinsurance company focused on making strategic risk retention decisions. She holds a B.A. from Westminster College and an M.S. in Applied Mathematics from the University of Missouri-Columbia. She is an Associate of the Casualty Actuarial Society.

Christine Quinn
Vice President and Chief Risk Officer
Christine has over 30 years of experience as a risk manager. Prior to transitioning to a career in professional liability, Ms. Quinn, a Registered Nurse, worked as a critical nurse at New York Hospital – Cornell Medical Center. Along with co-authoring publications on the subject of risk management, namely, Practicing Medicine in Difficult Times – Protecting Physicians from Malpractice Litigation, Ms. Quinn works collaboratively with physicians and healthcare providers on patient safety issues by designing and implementing strategies to improve patient care and to avoid lawsuits. Both with her clinical expertise and knowledge of risk assessment, Ms. Quinn has a wealth of experience working with physicians who are at risk. In addition, Ms. Quinn is responsible for the oversight and development of EmPRO’s innovative educational programs. Ms. Quinn graduated from Stony Brook University earning a Bachelor’s of Science degree. She received her Masters in Public Administration with a concentration in Healthcare from LIU-CW Post. Ms. Quinn has earned a number of professional insurance and risk management designations including an ARM, CPHRM and RLPU. She is also a Fellow in the American Society of Healthcare Risk Management.

Gerri Donohue
Vice President of Education
An accomplished executive with significant experience in the Professional Liability insurance market. Gerri transitioned from the clinical environment at the New York- Presbyterian HealthCare System, and joined then PRI in 1995, and is now Vice President, Education Department.
Gerri has 25 years’ experience in patient safety leadership at EmPRO with ever increasing responsibility. Never having left the clinical environment, Gerri maintains a private psychotherapy practice for more than thirty years. Passionate about physician wellness, Gerri founded the Physician Peer Support Program at EmPRO. Gerri sits on the Advisory Board of the Sara Charles Physician Litigation Stress Resource Center and is on the Advisory Board of Women in Medicine at Mercy College.

Arthur Bosch
Senior Vice President of IT & Operations
Arthur has over 30 years of leadership experience in Information Technology, including ten years within the medical professional liability industry. He has been responsible for delivering and supporting technology solutions supporting companies’ long-term business plans. He has restructured underperforming projects, acted as a change agent, and improved IT service level. He has experience in IT governance, Development, Infrastructure, and Cybersecurity. He holds a Master of Computer Science from Polytechnic University and MBA from New York Institute of Technology.

Jocelyn Tobia
Vice President of Human Resources
Jocelyn is a practiced Human Resources professional with more than 25 years of involvement in the Human Resources field. Beginning her career as part of a team, building a ‘start-up’ Human Resources department for a national event Company, Jocelyn acquired foundational HR knowledge and invaluable experience. She transitioned to what was PRI in 1997, where she has spent the bulk of her career. Serving many years in numerous HR capacities at the same company has given her the unique opportunity to not only develop the areas of recruitment, onboarding, employee relations, and performance management but also to connect with the employees in a professional, meaningful way. As Vice President of Human Resources, Jocelyn drives company initiatives while acting as a liaison between employees and management. Jocelyn holds a bachelor’s degree from Wagner College and an M.A. in Industrial/Organizational Psychology from Hofstra University and is a member of numerous Human Resources societies.
